The Joshua Tree National Park Superintendent's Compendium states that:
1. Vegetation is not allowed to be used as an anchor.
2. Only neutral or rock colored bolt hangers are allowed.

Description
The West Tiers are the two west facing walls (one on top of the other) east of Split Dome. In general, the rock is solid and fun to climb. Most of the established routes are protected by bolts, however, Blood and Cuts and Black Panther are two noteworthy crack climbs. Bolted climbs worth ascending are Hot Dog in a Bun, The Patriot, Lee's Health Studio, and Predator Tigress - a disquieting name for a perplexing climb! The descent for every route is an easy walk off.
