The Joshua Tree National Park Superintendent's Compendium states that:

Description
Climb past 2 bolts on a face to a bulge where the 3rd bolt is located, finish with a 4th bolt on low angle slab.
Location
In the back rocks of white tank campground. In between Raid and Prison For Czech Politicians.
