The Joshua Tree National Park Superintendent's Compendium states that:

Description
100 yards left (east/toward Hidden Valley CG) of Hitman Rock is a short cliff behind a large pine tree. The cliff is directly across the canyon from Slump Rock.
Climb the obvious left-trending ramp up the front face of the cliff.
This climb can be used to set up a TR on Vote Often.
