When is it ok to steal someone’s water?

Better question. Is it worse to steal someone’s water or to top off their wag bag in camp while they are out climbing to keep you’re load lighter on the way out.

I am guilty of the opposite. And it was not water but fuel. I did not feel like carrying a gallon can of white gas so I went around the 14K camp on Denali and filled every bottle I could find. I did pack out the empty can. Better than a friend who torched their extra gas on the rocks by Windy Corner. 

As for the OP, definitely a dick move. Need to hide yer stuff better or write "Pee" on your bottles.

As of this past sunday there was a light trickle of flowing water just before the boulder field. No running water in the cirque itself, but a few big snow patches

You just forgot or mistook how much you had.

There was a leak.

Your partner drank or emptied it and feigned ignorance just to mess with you.

Obviously those are considerations as the idea of someone just walking up and stealing that much water seems incomprehensible, however if it was a leak, there would likely be wet evidence (soaked backpack and stuff inside, f’rinstance) and coincidence that it leaked only 1liter and left no evidence…while possible, seems implausible  

since It’s perfectly logical that a desperate water thief would be carrying a bone dry Nalgene, and that coincides with the volume missing, it does seem more probable than not, that some execrable miscreant was to blame.
