A stem, or a step-across.
Starfish sounds pretty good, but I've never heard it, and the others above are more standard.

I usually call it the starfish. It's different than the step-across in that you're not really using your feet in the starfish, they just happen to be dragging beneath you

So, it looks like a stem or step-across. About your use of 'starfish', if both of one's feet are 'dragging beneath', why would they be spread out? It doesn't sound very useful.
