Access Issue: Climbing Regulations/Seasonal Raptor Closures Details

The Joshua Tree National Park Superintendent's Compendium states that:
1. Vegetation is not allowed to be used as an anchor.
2. Only neutral or rock colored bolt hangers are allowed.

Description

Group of Rocks between the right section of The Wall and the East Loop of Hidden Valley Campground. Near sites 39-40 and the Hershey Kiss Boulder.

If anyone has more details (i.e. name/history) behind these rocks, please let me know.
