Per Bryan Baumgart: a ranger for the reservoir said the whole open space area that the boulders are in was closed for restoration.
Description
South Block is a large boulder in a shady stand of trees. It lies maybe 100' south of the Natural Apparatus Boulder. There's a 30° overhang on the north side and a cool, rippled face on the south. Downclimb the low angle east side.
There are a few obviously developed problems on this rock, and I'm not sure who worked them or what they are called. For now, everything gets a boring name so as to not step on any toes. As I find out more, I'll update.

Getting There
Park at the overlook parking lot, and walk down the road about 0.6 of a mile till you see a brown steel gate on your right with a no parking sign. Head into the trees directly opposite this gate. South Block is roughly in the middle of this stand of trees.
Alternatively, bushwhack straight east, near the south face of the big dome. From the high point at the bottom of the dome, you should see a bunch of large boulders in and around some trees. Go there.
Per Andrew Carlone: there is no parking along the ENTIRE length of the dam road despite no parking signs. The area east of the road is open to use, but you have to park at the lot right after turning off Flagstaff Road and walk in.
