James develop this area. Now the national park don't allow climb this area, but it allow do rappelling, so if the police says you are illegal, you just say you are do rappelling. hahaha....

ie : 1. Park guys and police can't define what is climbing.

2. Belayer is not belong to 'climb', so police can't arrest them.
