Womens hardshell recommendations

My wife could really use some hardshell pants for a trip this winter. But she is on the curvey side and am looking for suggestions of a 3/4 zip to full zip hardshell that would work well with her hips and large calfs(she has a hard time with most tall boots). She normally wears xl or about a size 16 any suggestions would be most appreciated.
