Fins Discovery Wall Fixed Line

Can whoever left their fixed line on Vesper please remove it?

It's been there every time I've gone this year (possibly since March?) and it should be considered littering at this point. 

If it's there in the Spring, I will remove it and you will not get your rope back.

There was also a tote on the ground where the rope is tied at the bottom. I assumed it is full of gear but did not check. 

I would like to know the story behind the rope.
