Deleted data does not free up space

Android. Version 4.1.2 (Build 118) Nov 30 1979 (lol)

Steps to reproduce:
1. Download a bunch of states, including some photo downloads
2. Download Washington and Canada (no images)
3. Review data storage on app, note "User data" storage at approx 350MB
4. Delete everything except Washington and Canada
5. Review data storage on app, note "User data" storage is still 350MB
6. Use Android feature to delete all app data
7. Open app, log in, Download WA and CA.
8. Review data storage on app, note "User data" storage is 81MB

i have never tried the Washington and Canada  , There are many tools like this that can only remove data from the phone's surface .
To free up space , you must completely delete them on your Android ,

I have the same problem on a iPhone 5C with iOS 10.3.3.  I had to delete the app to clear the user data.
