Assuming you re talking about scarpa in my experience they have almost always fit fairly true to size. Also I have a moderately wide foot that doesnt seem to agree with some other brands (la sportiva, lowa, etc). As usual your mileage may vary, good luck!
Are you talking about rock climbing shoes or hiking boots or mountaineering boots?
The latter 2 mostly fits true to size like Sporitva & other brands. Climbing shoes fits ~1 euro smaller than Sportiva (i.e. add 1 euro size to get the equivalent Sportiva size). Of course, variations between models exist.

You are entitled to your opinion, but Scarpa uses the same (2-3 types of) Vibram rubber as Sportiva & many other euro climbing shoe makers (Tenaya, Edelrid, etc).

That kind of means it fits smaller for the size: if your booster s is 1 euro size bigger than your solution, then the same nominal size booster s will be smaller.
Depends on the boot. I'm an 11.5 on the Brannock Device. I wear a 45.5 in Phantom Guides with a double sock and get a dead perfect fit. I had Rebel GTX Carbons in 45.5 and they were a bit too small. I've got Phantom 6000s in 46 but I get some heel lift, although 45 is a bit too tight (There is no such thing as half sizes in their double boots. 45 and 45.5 are identical).
