Pretty much any dirt road that doesn't have private property or no trespassing signs should work. Be sure to drive a little ways off from the highway to set up camp.

If you come from Vegas and Flagstaff, you could do as Red suggests and drive south from Flagstaff on hwy 89 to Sedona and camp along a dirt road. There are a few to choose from. Just don't drive below the Overlook or you will pay for camping until you pass town.

If you want warm camping, drive south of the Village of Oak Creek and turn west onto Beaverhead Flats Rd. There are dirt roads leading off of it that are open for primitive camping.
