Rubber coming off my mountaineering boots

Not sure what this part of the boot is called, but the rubber is beginning to come off.  Is there some way I can fix this?  Some sort of OTC glue?  Or does this have to go to a cobbler?  Boots are otherwise in great condition (despite looks).

I would just glue it with some shoe goo, then have it professionally repaired when you need a resole.

What you want is Barges or some other contact cement.

Clean both sides up with some acetone, let that dry. Apply a thin layer of contact cement on both sides, let that dry. Apply a second thin layer, let that dry. Then stick together.

Good advice here, thanks a lot!
I love this pair of boots... still pretty far from a re-sole, so glad there's a quick fix.  Plus, tis the season... for Westside snow-shoeing + scrambles...
