Fixed gear in Indian Peaks Wilderness CO

Anyone know the lowdown on developing new routes in Indian Peaks Wilderness and the rules around bolts/fixed gear? I see a few mentions of routes having bolts on them in some of the descriptions. Guessing hand drill only? No real plans, just day dreaming remembering a from a hike last year.

It's a wilderness area so no power tools allowed. Bolts, pitons, etc are good to go as long as they are hand drilled/placed.
