Anybody know any good places to practice self-arrest, and other steep-snow techniques? Good locations would be relatively easy to access (RMNP, or other areas near Ft. Collins), safeish (few rocks to slide into, cliffs, etc.), and good variety of terain.

Saint Mary's Glacier is a good spot and has snow for a good portion of the year.

Its not really where you wanted it to be but St. Mary's Glacier is where I learned. It had a steeper slop on the right as you head up to do self arrests with a flat run out.

Mount Sherman from the Fairplay side ( I know.. Ft Collins ) has some great bowls that run out into flat area where you can go for broke.

I would wait a few months though unless you want to also practice beacon searches and body recovery.

I would imagine Cameron Pass would have some great places as well.

RMNP has some good terrain. You could try some of the slopes around Dream and Emerald Lakes, but i second waiting a while unless you want deep, deep snow and avy danger. I know CMS does courses up there, so there must be good teaching terrain.
