You must stay below the high tide line but it is otherwise legal to get to and be on. The Seal Rock Area with the overhung face on the big point rock for Coastal Reaper is surrounded by water on all sides even at low tide. The rock is behind the high tide line off the coast, it is an island in the ocean. Like the Wigwuam rock at Niantic, while it may rise above the high tide line sticking out of the water, it is out in the water behind the high tide line. It is in the area that the law makes public land beyond the high tide line. The high tide line can be seen halfway up the rock at low tide where some of the feet are so you can be certain aside from being surrounded by water that it is on the high tide line partially below it and anything on the line is legal. You are allowed to go up to the high tide line and walk along it so this rock should be legally climable. The fact that it raises above the high tide line I would say does not take away from it being beyond the high tide line off the coast. Is it a privately owned island from halfway up the rock where the tide line is, how can that be if it's divided by a tide of water to the connecting land. The owner was out walking he saw me there I'm sure, I'm no lawyer but this is that kind of precedent a court debates and I'd say it is a rock off the shore, beyond the high tide line of the private property that simply comes out of the water and is not a private island with any establishment or residence on it or anything and should be open to rock climbing. Don't make an unnecessary move with bad beta where there's any probability to hit your head on a rock below for the sake of perserving the access but also because if you get knocked out there you would float out at low tide and then when the high tide comes they'll find you too in Stonington.
