Although almost all of the climbing here lies on USFS land, it is mostly private land between US highway 385 and the rock formations where the climbs are located. There are at least three ways to access the climbs that avoid the private land. First of all, they can be reached with great difficulty by approaching from highway 89 which is the road to Sylvan Lake. This would involve bushwacking eastwards to the top of the ridge then descending to the cliffs - not a pleasant endeavor and definitely not recommended. The second way is to start in Custer and follow the Mickelson Trail north until you reach one of the two places where small corridors of public land allow access to the cliffs. The third way is the "Wareing Lane" approach and is recommended for most of the climbs as it is the shortest distance.
