You keep it in a place, locked or not (a responsible owner's discretion with regard to children, etc.) You shoot in areas where discharging a firearm is legal. When you're in these areas, you know what's uprange and downrange and you act accordingly. If there are people or even audible signs of people or voices in your field of fire, you don't shoot. When you are ready to pull the trigger: Treat every weapon as if it were loaded. Never point your weapon at anything you dont intend to shoot. Keep your weapon on safe until you intend to fire. Keep your finger straight and off the trigger until you intend to fire. When you're done, you either dispose of, or take all your target trash, brass, etc. with you.
What is licensing people going to accomplish and why do I need to tell you if own a firearm?
Would you suggest that cartel members become licensed pharmacists as well? How's that going to work?
Not trying to be mean - just asking relevant questions.

i was and am one, yup and only a marine would recognize that exact wording for sure. there are a few things like that which will probably never leave my memory because of the repetition of bootcamp, and that was 8 years ago...
