On recreaction.gov, you can buy a timed entry permit starting at 8am. There and on other sites, it claims that the road opens at 6am - does this mean that pre-8am a permit is not needed ahead of time / can be bought on arrival? Nothing explicitly says this but it seems to me to be implied.

Yes - a reservation is not needed at that time. And there is no related fee.
So, say you have an annual pass; just show that and your ID and you’ll be waved through. In other words, you still have to satisfy the entrance fee whether or not entering during a reservation time-slot period.
