There's an ID for two different states, and who's to say to say either of those are still their current residence? Plus they could still be in the area, or dirt bagging it.

Fair point. You could send it to the address of the most recently issued ID. Even if they moved since then they could have set up forwarding.

not all physical addresses on ID get USPS mail delivery.... where I live in CO we don't get mail, only have PO boxes, it's a huge pain in the ass and would result in it being returned to sender. Not common though I imagine in other parts of the country
