I don't do landlord tenant but this is probably more of a practicality issue.  Legally, the lease may not preclude you from building such a structure, but his insurer might give him sh!t if someone got hurt on it; he could come up with other BS issues to hassle you about; decide not to renew your lease; etc., etc.  You don't want to win the battle but lose the war.

I wish I lived in SLC, I'd take that in a heartbeat, I doubt $300 would even cover the cost of materials.
