 Brittany's list of Tennis Racket Reviews started off Together with the Prince EX03. She gave it a 9.5 out of 10 and stated,"Whilethis racquet is on the heavier side at 11.4 ounces, it's suited to seasoned players who desire a oomph behind their hits and itshouldn't strain the elbow or arm." While the EX03 has been the highest rated on the list, the Head Tis5 racket won the best valueaward. Brittany gave it this award because it is one of the few for the beginners and intermediate players alike. Next she rated tennis rackets targeted toward the girls of this game.
Her Best Women's Tennis Racketlist rated rackets predicatedon sweet spot size, maneuverability, power, cost, and durability. The Babolat AeroPro Drive GT racket received the top spot on thelist using a 9.5 score and also the highest quality award. She said this one,"is a very low power tennis racquet designed forquicker and longer strokes. The little head (100 square inches) raises the maneuverability and makes for an aerodynamic design" From the golf realm, S. Dee's list of Golf Putter Ratings coated the 10 best putters for every golfer's bag.

One of the mostnotable putters on the list was that the Odyssey White Ice 2 Ball Blade. It won the highest quality award with a score of 8 out of10. He said,"that is likely my favorite of all their putters except the long putters. It unites two top elements in putters - atraditional heal-toe blade design that is face-weighted with a lined two ball alignment device which makes for a damn easy tolineup putter." Next, S. Dee looked at golf bags. Durability, cost, stability Of stand, access, and business were a number of the top criteriaused in rating the bags. I think 4340 is common. ​Old related topic​​​

Armchair metallurgist here, but from what little information I've been able to garner on this exact subject the material is very likely 4130 or 4340, ie a chromoly steel.  Also, it almost certainly has an additional Q&T heat treatment so its a bit beyond just raw mill 4130.  I've heard of people with mail order pick's made of "special Russian tank steel" but I think that is still 4130 that has been heat treated to be stronger than say a BD or Petzl pick but ends up also being a bit more brittle as well.

Hopefully someone has a more definitive answer with a source as I've had the exact same question but struggled to answer it.

Another armchair metal guy here (in metal mfg for 20+ yrs) I use the Krukonogi PX1A picks for drytooling and I think they are likely a hardened 4140 chromoly. Based on the edges my pair have, it seems like they are straight off a laser bed (heat marks at tight corners indicate no secondary heat treating) and sharpened/shaped with a surface grinder. I've been meaning to bring one in to our QC lab to see what the hardness actually is.

Depending on what your friend's use is (still didn't say), we might be talking about 2 different properties: hardness and fracture toughness.  Somewhat related, but different.

In normal winter temps, hardness is your main concern.  Your 41xx series chromolys are tough enough, but you don't want your picks to dull quickly.
In very low temps, you begin to enter the Titanic zone and your main concern is fracture toughness.

Myself, I worry about the latter more than the former, so I'll elaborate more on that.

BD and others use heat-treated chromoly steel but no (or not enough) Nickel, which is needed for better fracture toughness at low temps.  I had my frontpoints and definitely picks break in low temps when mixed climbing in low temps.  That is why I reached out to the guys at Krukonogi.  They use chromoly steel with nickel,vanadium and niobium. The armor steel is again a chromoly but with boron and other more complicated compounds.  You must remember that low temps are part of Russian military industry's standard material design requirements, while in American standards low temps go under custom features.  

Krukonogi made me terrific new frontpoints for BD Cyborgs, according to my design, from their Nickel-high chromoly.  Had one season with them, no fracture in low temps while climbing mixed routes.  I am planning to replace all of my spiky bits with their stuff.  It's bomber.

How are they machined?  First anneal the metal by water cooling plate or combination of water -oil. Then tempering in air. After that laser cutting  and second time tempering. Then they finish cutting the critical parts by EDM machine or grind with stone+water to eliminate thermal effect of laser cutting.

Just remember that all this is for picks/frontpoints that are frequently exposed to low temperatures (way below freezing). If you don't climb in those circumstances much, there is no point using these materials.  Just go with regular chromoly (41xx series) with 4140 having the best hardness (it's cold-drawn and annealed).

You could always take an axe to the scrap yard and see if you can convince them to use their PMI gun on it.  That should give you the alloy and a simple hardness test should give you roughly what heat treatment was done to it.
