I have traveled to RR a few times from Victoria. The nice thing about Vegas is that accomodations are cheap. You shouldn't have a problem finding a hotel for less than $50 during the week. Try bidding on a room with priceline. Bid on a 2 / 2.5 star room in Summerlin for 40 - 50$ and you will be minutes away from the park.
There is free BLM camping, but it is a 30 mile drive IIRC.
If you feel like a few hour drive, I highly recommend spending a few days in Jtree... RR & Jtree has been my spring circuit for the last several years.

I second using an online real estate service like VRBO.COM You can rent a condo or small house for the same cost or cheaper than a hotel and you usually get the extra amenities of a pool and/or hot tub and a kitchen. Hotel rooms are real cheap during the week but more than double on the weekends. Also, as was mentioned, you can get a house out in Sumerlin a lot closer to Red Rock than the Strip.
