Anyone know if you are able to camp at closed FS campgrounds near Tuolumne Meadows or a good place to car camp in the relative proximity of TM in mid October?

Don't camp in closed campgrounds unless you want a citation.

Agreed- don't camp in closed campgrounds. You are allowed to disperse camp in National Forests. A good option for Tuolumne Meadows is Saddlebag Lake Road, off the 120 (about 5 minutes East of the Tioga Pass entrance). Drive up the gravel road leading to Saddlebag Lake Resort and turn off at one of the many pullouts. There is even a small creek not too far away for water.
Cheers!

Guideline #1: Don't be a jerk.
