Best place to go?

Hey everyone. Im having difficulties deciding where to go on a 3 week trip ending feb 15th, and was hoping you guys could help me out. Im looking to climb, highline and surf if possible. Do not have transportation figured out, and am too young to rent a car (21) Any suggestions on nice coastal towns would be sweet thanks :)

How much are you willing to spend? I live in Santa Barbara we have mountains behind us with good climbing and a spot or two that might be worth surfing.

San Diego or Santa Cruz! Lots of easily accessible climbing around San Diego, trad and sport.
