No draws? Looks like the rope is running through the hangers? How?

Jim, I think this is one where the photo gives an optical illusion. That "hanger" is likely a carabiner attached to a bolt which is likely hidden from view by a small dihedral. If you click on "View Full Size", you may be able to distinguish that.

Okay. I thought it was something like that, but, even when I enlarge it, it looks like the rope is running through the hanger. Would be impossible to do without untying and threading the rope through, which obviously makes no sense.
I was just curious....
