I don't get it.
Mr. Squirrel,
I can understand from your $0.02 that you are upset that you didn't have adequate protection at your crux. I think you may be conflating several issues brought up in this thread, though. Let me clarify a few things -

1.Removing broken pins: Much easier said than done. Still requires a permit from the park, (not from ACE). You are welcome to get a permit and try for yourself.

2. ...'a committee to smack them back in when they wiggle': ACE is not a maintenance crew, nor is the committee responsible for the condition of the fixed hardware in the park. Volunteers do the work of maintaining the fixed hardware. ACE facilitates decisions regarding fixed hardware and purchases the beefy 1/2" stainless bolts to replace manky rusting time-bombs.

3. RE:two broken pins and no gear - which route are you talking about? The vote in this particular thread was about pins on The Bulge and Peanuts, two easy routes with copious placements from the same stance. That vote failed because a majority of the public voted to keep the pins in place. In a different instance there is a bent/mangled piton on 'West Side' on the Bastille that should definitely be replaced with a new one as soon as someone gets a permit and the gumption to do it. Different situation.

4. W.W.L.K.D? I doubt he would be a piton vigilante. The park has a process for this. Please respect it.

Doesn't require a committee, a permit, or a public hearing. You can tap/smack/hammer a pin back in if it is loose.
Guideline #1: Don't be a jerk.
