That bolt has been there for many years. See my post about the anchor on the main route page.

Dave, if your intent was to remove the anchor, you should have removed the entire thing. Leaving a SS stud and a crap bolt does not seem any better, and I can't imagine the landowner thinking any different. It is also pretty easy for someone to put the hanger back. It's a little unclear from your comment on why you did this, but I am in favor of not having an anchor here. I would just prefer the entire anchor to be completely removed.

Someone put this nice stainless stud in next to the old one. It needs a hanger so if you are headed that way do everyone a favor and put a stainless nut and hanger on it. I can't imagine why the hanger is missing.
