The off-roaders and the Rowher Flats OHV area appear to be the main focus for the USFS and their fee programs, but the popularity of Texas Canyon with climbers affords the USFS another revenue source despite three court decisions against the highly unpopular Adventure Pass program. Climbers have been approached by rangers on several occasions to ask their participation in spreading the word that the Adventure Pass supports USFS services that benefit climbers. Does grading this slope and adding a toilet and a picnic table support/benefit climbers?

One of the USFS rangers indicated that there is a plan to grade this small hill to accomodate a picnic table and a toilet. Part of the Federal Lands Recreation Enhancement Act?
