It's called painting with light.

You keep the shutter open and use a strobe from several locations.

it looks like he used one with a red filter from one angle before climbing it, and another primary flash after he got up there.

Correct. Light painting with speedlights. The thing I didn't really think through was how blind I would be after a flash was set off in my face at full power in the middle of the night. It was about a 30-45 minute exposure.
