This area is new for Mountain Project, and is just getting started. Feel free to contribute!
Located in the South end of Railay East Beach. Easily found by looking for crowds of beginners and guides teaching lessons. Walk past the entrance to the Phra Nang Beach area and pass the Muay Thai Wall. There is a large cave on the 1-2-3 Wall.
Take a stroll in your flip flops down the beach. Easy walk from Railay West through resort paths, or a trek (1/2 hr) from Tonsai Bay over the steeper jungle trail from Tonsai Road.

Agree. If you have your eye on anything at this wall you'll want to be here before 8am or after ~4pm. Otherwise, the wall is dominated by guides and their clients. Being a short walk from the hotels of Railay East, though, the wall is close and convenient.
