The Joshua Tree National Park Superintendent's Compendium states that:
1. Vegetation is not allowed to be used as an anchor.
2. Only neutral or rock colored bolt hangers are allowed.

Description
This is a sporty line up a less than quality flake. Climb easy terrain to the flake/arete. Climb through 5 bolts to a 2 bolt anchor.
I have no idea what this is, when it was done, who did it, or the grade... I lead it today and it felt solid 5.10.
