I worked this issue with Eric Murdock at the AF, and it looks like the Forest Service picked Devil's Gulch Road as the southern boundary even though all the climbing areas on MP.com were not burned.
Climb a thin seam past 5 bolts with a thin crux moving beyond the 5th bolt after the seam ends. Move into the arching crack system to the right where the difficulty eases for 2 more bolts. Another technical redpoint crux awaits as you climb past another 3 bolts until reaching the horizontal break (this is the crux of "Over the Rainbow"). Climb the left side of the upper bulge through moderate terrain past the last 2 bolts to reach the anchor out right.
