This is an amazing day out. Because you start and end in arguably not the same is best to treat this as a travel day as much as a day in the hills. Bus to Lloa from anywhere in Quito, from Lloa walk uphill upon cobble street and dirt road, trending right at forks and various utensil shaped intersections. One could also talk to people and get a ride/hitch hike up to the hut.
From the hut, slog up the obvious slanting trail to Guagua's summit. From here, go north towards Padre Encantado, encountering a charmless grass/pumice sub-peak along the blaze. Should you be able to see through clouds, you can easily see the southern scree slopes of Ruco from here, if not, utilize your elf eyes to find the path(s) of least resistance. For best value, continue down Ruco's east ridge and back to the teleferico.

Compass and kilometer signposts throughout the paramo.
