Jefferson County Climbing Regulations

Jeffco put new regulations in place a few years ago and one of the things was that climbers should always rappel rather than lower from fixed anchors.  But I've noticed a lot of mussy hooks showing up in CCC (thank you to whoever is installing those), obviously these make it a lot easier to lower off.  Has that requirement of rappelling changed?  Or will people still get ticketed for lowering off the fixed gear if a Ranger catches them?  I tried looking through the Jeffco website, but did not see any mention of it one way or another.  I know there were a lot of people complaining about putting in that requirement, so maybe those complaints and recommendations from groups like the Access Fund have convinced them to change it?

Pretty sure that idea never made it into the final regulations.

Oh.  I thought it had, but maybe I only saw the drafts and never saw the final regulations.  That would explain why there is no mention of it either way on the website.
