Las Vegas, Lone Mountain bolting

 These bolts, total is like 8 or 9 bolts (right next to cracks where trad anchor could be placed) are right at the PEAK of lone mountain. About 2 months ago, some random ones showed up on the south ridge too, not next to any climbing. 

Anyone have any info on this?

Rescue?

The bolts on the peak were placed last Wednesday evening to lower a rescuer to a stranded hiker on the west face below the peak.

I can't speak to the those on the south ridge, but it's possible they were placed for the same reason.
