Looking to buy an Arcteryx FL Pack, preferably 45L. Can be used if in good condition.

Check these out.  Similar concept to Arcteryx, way cheaper, and I actually like better.  Bigger too.  My search for an FL 45 ended with one of these...

How do you attach modern tools to Exped Packs with only loops on the bottom?

Yeah it also doesn’t have anything to rig crampons on the outside of the pack unless you string up your own shock cord from the daisy chains.

I honestly love my alpha fl 30. I like it better than the 45. It carries a rope and tools and crampons securely on the outside of the pack and 30 liters is plenty of room on the inside for whatever you need for a day of ice climbing.
