Upper tier of Tiers of Zion

Does anyone know if the trail to the upper tier has been completed?

There is a trail right from the windy saddle parking area. Get to the top and rap in. Leave the line fixed if you are not sure abut being about to lead back out. 

Unless there is another trail being built.

E: I see this was added to the main Tiers page. Sorry I don't know the status but the rap in is easy and personally I would prefer no trail.

JCOS is building a trail to the Upper Tier from the same trail that accesses the Lower Tier, but it's not complete. For now, I'd also recommend rapping in from the top (easier than scrambling up the chossy gully).
