Are they still a river?

Not Sure. But I climbed them exactly this time last year and there was a river but it really only affected the one pitch that crosses the waterfall. There is likely going to be water all year given the amount of rain and snow this year. If you are rapping, you will likely get wet at the bottom.

Some of the 4th class and the 5.5 pitch on the ledges you encounter after the first chimney pitch have a river going down the left side of it, forcing you to the right side of the ledges for a few sections. The 5.5 pitch becomes ~5.7 with the ramp to the right of the river, and a 4th section higher up is bypassed via a 5.7 hand crack to the right again. The pendulum pitch traverse is guaranteed to give you a soaking. The pitch after the pendulum pitch is perplexingly moist as well; the last 20' beneath the tree are just nasty slime. The traverse to the rap route anchors is a tad slimy as well.

Rest of the route, i.e. the good pitches of jams and liebacks, are just fine, though!
