I'm considering heading back to the tower towards the end of March. Is there typically snow on the ground then? What about right now?

My experience for that area is you'll find snow on the shaded, north-facing slopes and in the narrow canyon sections. The climbing itself will be good to go if you can get there.
If you go and get stymied by snow on the road, there are hike-in options that aren't very long (a couple miles of hiking with ~600' gain--takes 45 minutes or so.) Camp at the Datil Well campground outside of Datil and hike in/out each day.

Was out there yesterday. FR 6 was free of snow and dry apart from some goop where there's a large rock sticking out of the road. This can make things a bit tricky if you don't have clearance and four-wheel drive...
