cliff band behind seneca

I was in seneca a couple of times this month, and I noticed this cliff band to the East. Anyone know what they are called and if they have been developed?

That looks like the cliff band right below the north fork trail. There's a launch site for paragliding, but I'm not sure if it has been developed for climbing.
