"Post Comment" button doesn't always appear

First time I went to add a comment there was no button to post. The two images are separated by a page load.   Windows 10 build 1803 Chrome Version 70.0.3538.110 |

I've seen this once before, recently, too. Also Windows 10 1803 and latest version of Chrome. |

And again:  Windows 10 build 1809 Chrome Version 73.0.3683.103 It would be really nice to get some kind of confirmation that this issue is acknowledged and logged somewhere so it doesn't feel like my feedback is going down a black hole. |

I've seen the issue a couple times again since my last post. I reload the page and it's back. |
