To answer your first question: Yes, but it's not completely black and white. I set out to work on movement skills, which are going to take much longer than the prescribed 12 weeks to refine and perfect. That said, I did just match my previous hardest redpoint in far few attempts than I have in the past, so there's something quantifiable I suppose. I'm just entering my "performance phase", so I hope there's much more to come!
If you're not "well-trained" i.e. been training for years, almost any plan will produce very noticeable results. I've been training for a while, so the physical part wasn't entirely different than something I would have come up with on my own. But Nate taught me ways to more appropriately apply the strength I already possessed. He got me fit too, for sure.
It's up to your price point. I think if you're very self disciplined, you can do a lot with affordable guides (Anderson, Bechtel, etc) and free advice on the internet. If you've been down that rabbit hole for a while and are fighting a plateau (me), it might be a good value add to fork up the additional cash. Hope that helps.
