Recognise this device?

Found in a Kathmandu store.  No stamping.  Not the New Alp Light Eight. The one with the horn, and grooves on the other side (perhaps for brake bars?).

I think the grooves are for a carabiner, for it to work like an adjustable friction stitch plate.
