Chimney rock is on private property and reportedly you can't get closer than the visitor center. Rock quality is somewhat consolidated sand.

There’s a trail that you can walk right up to and on it just up road from visitor center.  it’s fragile consolidated sand and would not tolerate much climbing/foot traffic which is likely why they don’t tell you about it, very cool scenic hiking area, driving the old road through Scott’s bluff into Wyoming to Colorado is pretty wild, I highly recommend taking the detour if your going that way and wanted to waste some fuel.

Guideline #1: Don't be a jerk.
