Yates used to make a "muffler". Cut up a two liter pop bottle, add some baffles and some filler....

Just ask the question aloud, "What's the best way to build an anchor here?" and then drill away. The screaming match of climbers arguing about the "best" way to over-engineer or under-engineer and anchor will surely drown out the hammer drill.

Rap a pillow around the drill in a back pack. I've seen it done in a NP and it worked well, I couldn't here it down on the busy trail below.

this persons set up i enjoy is a speaker playing black Sabbath and your best karaoke accompany it. that and the drill stuffed in a small haul bag with a sheet of studio foam at the bottom.

I made a sound suppressor for my buddys potato gun when I was in college. It actually worked pretty well too!

My recommendation would be the SilencerCo Saker 7.62 if using 1/2" bolts or the Harvester 30 5.56 if placing 3/8" bolts. They work great with both semi-automatic and fully automatic drills. Of course you have to use subsonic bolts to ensure the suppressors work properly and you'll need an NFA class III permit to bolt silently, but once you get the paperwork straight away you should be fine.
