Is it rude to ask someone to put out their cigarette at the crag?

Are they blowing it in your face or are they two routes over? I don't think it's rude to ask but I also think said person is well within their rights to tell you to get fooked.

Agreed. Unless there are clouds of it in your face, "I can smell it" isn't enough to complain about.

It's much better if you just do the passive aggressive fake cough from 10-15 feet away upwind. You still get that air of superiority and condescension going, but you don't need to risk a direct confrontation.

What are the circumstances that you have in mind?

It would most certainly be rude if the embers posed no threat to your rope / slings and the smoke was not being carried by a light breeze into your immediate breathing space.

up here there sometimes is in the summer in parks ... in that case theres nothing "rude" about it ...

a forrest fire around urban areas and parks are no joke ...

There was a guy smoking cigarettes frequently at a local sport crag & it was pretty annoying smelling it but I didn't feel I had any business telling him he couldn't smoke, so I just walked up in his general proximity, farted loudly and smiled as I walked back to where I had been....

Got the idea from an old George Carlin bit.

A few people laughed and the smoker gave me a dirty look but I'm a really big guy (but very mellow/not aggressive), so think he was maybe a little intimidated to say anything...
