Access Issue: Climbing Regulations/Seasonal Raptor Closures Details

The Joshua Tree National Park Superintendent's Compendium states that:
1. Vegetation is not allowed to be used as an anchor.
2. Only neutral or rock colored bolt hangers are allowed.

Description

Koala Kai Rock is the smaller formation directly across from Filipino Wall. The route More Mercy is on its west side, facing Filipino Wall. Koala Kai Rock gets shade when the latter gets sun, and vice versa. Uncrowded like Filipino Wall, even while there are parties or big groups at the roadside junction, Granny Goose area. Lots of scramblers around, of course, being immediately next to one of the dirt pullouts.

This rock seems undocumented in any of the books. If anyone knows its name and what climbs exist, happy to update to the original information.
