Seems obvious that the "climbing" prohibited includes Top-Roping or Lead-climbng using a rope. Some or most forms of bouldering would likely also fall under the prohibition.
Getting There
Interstate 80 goes through the southern part. NJ route 15 and 206 into middle. Interstate 84 near the northern end.
